On Tuesday 10 January, the Council of Ministers approved a decree-law to improve transparency on fuel prices and to strengthen the control and sanctioning powers of the Guarantor for price surveillance (also known as "Mister Prices"), currently quite limited.

The act – referred to as the "Decree on fuel price transparency" – was promoted by Prime Minister Giorgia Meloni, Economy Minister Giancarlo Giorgetti and Enterprise Minister Adolfo Urso.

THE RISE IN THE PRICE OF FUEL

Since 1 January, due to the end of the discount on excise duties for fuel introduced on 22 March 2022, there has been a significant increase in the prices of petrol and diesel compared to those in December. In the week 1-8 January the average price of petrol and diesel in self-service mode was respectively 1.812 and 1.868 euros per litre.

The increase in prices has been attributed to speculation by several government officials and by the president herself, but the ultimate causes – the experts explain – rather concern the imbalance between supply and demand for fuel on the market and the crisis in the refining sector, also in Italy.

WHAT THE DECREE-LAW PROVIDES FOR

The decree approved on Tuesday establishes that in the January-March 2023 quarter the value of petrol vouchers sold by private employers to employees (within the limit of 200 euros per worker) will not contribute to the formation of employee income.

Furthermore, the obligation has been made daily for automotive fuel resellers for civil use to communicate the price they charge, in addition to displaying the national average daily price calculated by the Ministry of Enterprise.

Station and service area managers who fail to comply with these price communication and advertising obligations may incur increased administrative penalties. In case of recurrence, the sanction may involve the suspension of the activity from seven to ninety days.

Finally, the decree strengthens the collaboration of the Guarantor for price surveillance with the Competition and Market Authority (AGCM) and with the Guardia di Finanza to monitor and repress speculative conduct. A "Rapid alert Commission for price surveillance" is then set up which will have the task of analyzing the causes of price changes and defining intervention measures.
