Here are Cingolani's plans to renew renewables

The Minister of Ecological Transition, Roberto Cingolani, has promised the arrival of the Fer2 Decree shortly and beyond. What the minister in Parliament said about renewables

The new Minister of Ecological Transition promises the arrival of the Fer2 Decree shortly and declares war on bureaucracy, with the aim of repopulating the GSE auctions that have gone semi-deserted in recent months

More renewables and less bureaucracy. In a nutshell, this is the program of Roberto Cingolani, physicist, former head of the Italian Institute of Technology, called by Mario Draghi to lead the Ministry of Ecological Transition.

The new minister is ready to favor green energies, promises the arrival of the Fer2 Decree, expected for years, and declares war on bureaucracy, trying to speed up the procedures that should kick off the work. Objective: to repopulate the auctions on the subject launched by the GSE, which have gone semi-deserted in recent months.

THE FER2 DECREE ARRIVES

Let's start with the promises. To accelerate the ecological transition, Roberto Cingolani announces the definition of the “decree, awaited for years now, relating to incentives for the production of electricity from renewable sources, the FER2 decree”.

EXTENSION OF THE FER1 DECREE

In the green program of the new department also the extension of the "temporal duration of the so-called FER1, to allow new auction or register procedures even after September 2021".

DECREE ON CONTROLS AND SANCTIONS REGARDING INCENTIVES

Also coming "the inter-ministerial decree to incentivize biogas plants that came into operation before 2007 that do not enjoy other public incentives on energy production and the decree that modifies the discipline of controls and sanctions on incentives for the production of energy from renewable sources under the responsibility of the Energy Service Manager (GSE) ".

We will proceed, writes Energia Oltre , also "to the transposition of the directive on the promotion of the use of energy from renewable sources, the RED2, and to the identification of suitable and unsuitable areas for the installation of renewable energy plants".

A WAR ON BUROCRACY

The acceleration on renewables set by Cingolani also passes through what the Minister himself repeats with the "bureaucratic revolution": procedures must be speeded up, taking inspiration from the "Genoa model".

“I would like to start with some data, on the environmental assessment applications received and on the procedures concluded, in the period from January 2020 to mid-February of this year. Of the 610 applications received, 577 were processed (approximately 95 percent), while those recently received (33 in number) are currently being examined and will be processed within the time limits set by the legislation. For the remaining 30 applications, deemed non-prosecutable, we are awaiting the transmission of the deeds of improvement by the proposers ”, said the Minister presenting the program.

AUCTION MECHANISM REVIEW

Numbers, delays and problems, those above, which now frighten the Italian entrepreneurs of renewables, who prefer to participate in tenders held by neighboring countries and not our own ones.

"These are pathological inefficiencies that we will not be able to afford in the implementation phase of the programs proposed by the NRP", says Cingolani, adding : "Similarly, we need to review the auction mechanism for renewable energy plants: still recently, in Spain the demand relating to wind farms was three times higher than the offer, while in Italy less than a quarter of the capacity put up for tender was awarded ”.

THE DESERT AUCTIONS

Out of the 1,882 MW available in the fourth call launched by the GSE last September, in fact, only 25% was awarded, with non-investments for 550-850 million, as reported by Anie Renewable , arguing that "the authorization processes envisaged for renewable sources strongly prejudice possible developments ".

"In the current situation – explains the association – there is a trend of plants in auction (ie with power> 1 MW) decreasing over the four calls provided for in the FER DM (details in the graph below). was deserted, that of Group C recorded an allocation percentage of 15%, while that of Group A of 24% with 279 MW, divided between photovoltaic and wind power with 7% and 93% respectively ”.
