The 2022 tax decree approved on October 15 allocates 100 million euros to the refinancing of car incentives, some of which have already been exhausted for a few weeks. An important sum, which however must feed many voices and which risks running out in less than two months

Car incentives: off we go. Yes, because in the last few we have witnessed a continuous push and pull between exhausted funds, accounting operations to cover them and new stops. The reason is simple: a short blanket, between scarce resources and a completely clear strategy, which if on the one hand aims to encourage the renewal of the Italian fleet – which by now is well over 12 years of average age – from nothing else puts on the plate at least a medium-long term plan. Now, with the tax decree, the Government allocates about 100 million new resources to refinance the bonuses that have run out and those that are nearing exhaustion, a sum that will actually be available only when the tax decree is published in the Official Gazette.

The idea circulating in the institutional circles concerned, however, is that of a structural incentive scheme, which overcomes the short-term logic and aims at obtaining important results. A hypothesis that would justify the small amount of funds allocated, which on balance will be enough until the end of November. Certainly not good news for those who – like car manufacturers and dealers – have to plan the business. Also because, there are two elements that risk transforming the reopening of the bookings of the bonuses that have expired into a sort of click day: retroactivity (contracts signed in recent weeks and "parked" waiting for news can also be the subject of an incentive) and the possibility – provided for by the regulations – to have access to bonuses also for dealers and car manufacturers. A legitimate possibility, but which, if applied to stocks and fleets – as happens in “business” channels, will make the useful life of the newly allocated funds really short.

65 MILLION FOR ELECTRIC AND HYBRID PLUG IN

The measures contained in the 2022 tax decree allocate 65 million euros to the Auto Ecobonus, the incentive launched with the 2019 Budget Law and aimed at stimulating the purchase of electric M1 and plug-in hybrid cars that had run out of resources on 24 September last. It concerns M1 cars divided into two categories established on the basis of Co2 emissions: 01-21 g / km (electric) and 21-60 g / km (plug in). The first band benefits from a bonus in the form of a discount on the purchase price of 8,000 euros (6,000 of state funds + 2,000 concessionary discount) with scrapping; without an old vehicle to be scrapped, the contribution drops to 5,000 euros (4,000 of state funds + 1,000 minimum concessionary discount). For the second bracket there are 4,500 euros (2,500 of state funds + 2,000 concessionary discount) with scrapping; without an old vehicle to be scrapped, the contribution drops to 2,500 euros (1,500 of state funds + 1,000 minimum concessionary discount).

15 MILLION FOR HYBRID AND THERMAL LOW IMPACT

Another category of vehicles whose purchase is encouraged through public funds is that of M1 cars with Co2 emissions between 61 and 135 g / km, a rather large set that includes mild hybrids, full hybrids and low impact thermals. the funds were not exhausted and the 10 million new appropriation are added to the 32 still available. The incentive is paid exclusively in the presence of a vehicle to be scrapped, for which 3,500 euros are paid (1,500 of state funds + 2,000 concessionary discount).

20 MILLION FOR M1 AND N1 SPECIAL TRUCKS

Not just cars: the need to replace older vehicles also affects trucks and the 2021 Budget Law introduced a specific incentive for M1 and N1 trucks: 20 million, 15 of which reserved for electric vehicles. The amounts are calculated on the basis of a series of parameters, such as the Total Ground Mass (Mtt), power supply and the presence or absence of a scrapping. With an MTT up to 1,999 kg, the following are paid out: 4,000 euros if the power supply is electric, 2,000 euros if the power supply is hybrid or alternative (LPG or methane) and 1,200 for all other types of power supply. Without scrapping, the contribution drops respectively 3,200, 1,200 and 800 euros. For MTT between 2,000 and 3,299 kg, the following are paid: 5,600 euros if the power supply is electric, 2,800 euros if the power supply is hybrid or alternative (LPG or methane) and 2,000 for all other types of power supply. Without scrapping, the contribution drops to 4,800, 2,000 and 1,200 euros respectively. Finally, for MTT between 3,300 and 3,500 kg, the following are paid: 8,000 euros if the power supply is electric, 4,400 euros if the power supply is hybrid or alternative (LPG or methane) and 3,200 for all other types of power supply. Without scrapping, the contribution drops to 6,400, 2,800 and 2,000 euros respectively.

5 MILLION FOR USED CARS

State contributions also for those who buy a used car, as long as it has low emissions, at the same time scrapping an old vehicle up to the Euro 5 category. The standard was introduced with the Sostegni bis decree, the contribution is recognized for the purchase of a used vehicle Euro 6 class, with a price resulting from average market prices not exceeding 25 thousand euros and with emissions between 0-160 g / km Co2. The disbursement takes place also in this case in the form of a discount and is reserved for natural persons only: 2,000 euros if the used vehicle has emissions between 0 and 20 g / km (electric); 1,000 for the 61-90 g / km category and 750 euros for the 91-160 g / km.
