Furthermore '' working from home during the covid emergency, therefore, certainly did not allow those processes of organizational transformation with a view to defining specific and measurable performance objectives, aimed at recognizing greater autonomy and responsibility for the employee ''.

In short. The PA, as it is put today, with all the limitations (including structural and technological) on the side of digitization, has moved – this was the prevailing reality – to the home for months. The return to the offices is therefore a restoration of normality.

It is interesting to read the report accompanying the Dpcm . In the current historical and economic phase that the country is experiencing, it is necessary to support – it is written – in the activities related to the development of productive activities and the implementation of the National Recovery and Resilience Plan (PNRR) and, for this purpose, it is necessary to allow the administrations public to operate at the best of their abilities.

To this end – it should be remembered – the decree-law 21 September 2021, n. 127, also extended to public sector workers the obligation to possess and exhibit the green certification Covid-19 (so-called green pass), a circumstance that strengthens the safety framework of work in the presence and that allows to strengthen the need to overcome the modality of using agile work in the emergency period as one of the ordinary ways of carrying out the work performance to allow public administrations to give maximum support to the resumption of productive activities and to families, through the return to work in presence as an ordinary way of work performance.

This also considering that the statistical data received from the offices of the Extraordinary Commissioner show that among public employees, who are altogether just over 3.2 million, or equal to about 5.4% of the Italian population, those not obliged to vaccinate against Covid-19 (i.e. excluding health personnel, education personnel and those of the FFAA and FDP) are estimated at just over 900 thousand units. Of these, those already vaccinated can be estimated at around 583 thousand units.

On the basis of regional data percentages of the vaccinated population and also taking into account the 5% of the employees obliged but not yet vaccinated mentioned above, it is possible to estimate that about 320 thousand public employees are not yet vaccinated, with extremely variable percentages between a territory and the other. The situation, therefore, is not without its problems. And it was therefore important to extend the green pass in public administrations.

The government has held, however, that, given the gradual but progressive increase in the number of vaccinated also among the population of civil servants, the conditions for a gradual return to the presence, and in safety, of public employees.

This return, however – specifies the report, will not be immediate, but gradual and accompanied by specific indications provided to all administrations by decree of the Minister for the PA, obviously in compliance with the framework of the measures to combat the epidemiological phenomenon adopted by the competent authorities.
