The program will be a catalyst for the country's scientific, technological, industrial and economic growth, adds Aiad. The enabling technologies developed through this program, which involves the aerospace and defense industrial ecosystem with the specialized industrial chain (large companies and small and medium-sized enterprises) in synergy with the national scientific community (Research Centers and Universities), may constitute a heritage for the country with extensive aeronautical and electronic applications, as well as dual and civil applications.

THE TEMPEST PROGRAM

Launched in 2018 as part of the UK “combat air strategy”, the program sees the participation of Leonardo UK from the beginning. Italy's accession to the Tempest took place in 2019, by both the government and industry, with a formalized declaration of intent following the finalization of the Industrial Partnership Feasibility Study; in parallel, the Ministries of Defense (MoD) of the UK and Sweden signed a Memorandum of Understanding (MoU). The trilateral MoU of the MoDs of the UK, Italy and Sweden, signed on 21 December 2020, has kicked off a cooperation that may be open to further partners.

In the new trilateral framework, the industries of the nations involved will bring their skills and expertise in the air combat sector to collaborate in the research and development of cutting-edge technologies, exploiting the know-how, skills and technological developments of currently existing and future air defense systems. . The Program has geo-strategic importance for the participation of Italy, with the United Kingdom and Sweden, in the framework of existing alliances, thus making it possible to pursue support for the relaunch of the national role in the international arena.

It is a Defense System that will enter service in 15 years (Initial Operational Capability – IOC expected in 2035).

THE NEW PARADIGM OF DEFENSE

According to the Aiad study, the Tempest program represents a strategic and technological challenge for the country's industrial system; constitutes the new operational and technological paradigm of Defense, based on the long-term partnership aimed at creating a "System of Systems" – In fact, it presupposes a new partnership relationship with the Customer, based on the continuous interaction between institutions and industries, which develops in systemic and integrated way in order to make the Defense system innovative, flexible and articulated. – It envisages a «freedom of action and freedom of movement» which presupposes an open architecture to satisfy specific national requirements with flexible, modular solutions also for export along the system life cycle (“exportable by design”).

It concerns the creation of a complete and integrated Combat Air System, which, for example, overcoming previous experiences where missiles represented an addition to the platform, presupposes the integrated platform / missile concept, ensures integrated airspace defense and projection capabilities. multi-mission, with an emphasis on information management and implications for Cyber ​​domain and Space-based connectivity.

Tempest can be considered a multiplier of national technological innovation, thanks to national investments in Research, Development and Innovation.

For Aiad, the technological framework under discussion concerns three categories: system technologies of enabling systems, transversal capabilities for the air, land, naval, space, cyber and information domains; system enabling technologies, such as sensors, navigation and communication systems, propulsion, for a spectrum of systems such as aircraft, missiles, unmanned; disruptive / game changer enabling technologies and to support systems throughout the life cycle.
