UNITARY COMMUNICATION FIM-CISL FIOM-CGIL UILM-UIL ON LEONARDO: MANAGEMENT OF THE AEROSTRUCTURE CRISIS AND CONFIRMATION OF THE NEW INSTITUTES SOLIDARITY FUND

Today, Thursday 17 December, the Treating Delegation, the Coordination of the Aerostructures Division, the National Secretariats of FIM FIOM UILM and Leonardo have defined an important agreement that allows to address the production unsaturations for the year 2021 of the Aerostructures Division and of Fata Logistic System related to the effects on the civil aviation market caused by the global pandemic. In defining the agreement, mutual awareness of the fundamental importance of the aerostructures division for Leonardo was placed at the center both from an employment and technological point of view: this is why the agreement is made up of two fundamental parts.

The first, of an industrial nature, confirms the huge investments dedicated to the Division already defined previously, and the further ones linked to the new programs that will be developed in this phase and which will allow to design a more efficient and productive company, aimed at new markets and committed on new prospective products in order to compensate for the decline in production. The interventions will affect all the sites of the Division.

Pomigliano d'Arco: transformation of the factory into a center of excellence for the assembly of light alloy fuselage structures with automatic or semi-automatic technologies in an Industry 4.0 environment. generating industrial capacity to produce fuselages for regional and narrow body aircraft launch of “one piece” technologies for the construction of frames in composite material.

Foggia: the investment program provides for the purchase of new facilities (plants, machinery, equipment, etc.) aimed at expanding and improving the production capacity on the production lines and the automation of the assembly processes of the tailpipes of the A220 program, the production of tooling and machinery for the increase in installments of both the A220 program and the JSF program.

Grottaglie: The objective of relaunching and protecting the occupational perimeter can be achieved through the search for new opportunities in adjacent markets, diversifying the activity of the plant, through the industrialization of new materials for use in extreme conditions in order to diversify the product portfolio and the allocation of part of the production of a complex and innovative primary component of a European Program in the field of Defense (Euro Male), in order to overcome the single client of the plant.

Nola: The consolidation of the technological adaptation plan at the Nola Plant will consist in the review of the manufacturing and assembly processes and methods starting from the NEMESI Project for the ATR product and will continue the implementation and expansion of the LPS program with a view to digitization of activities and new investments for military programs (JSF and EFA) and new activities from the other divisions of the Group. Failure to manage the important unsaturations that will affect the sites would have risked having a heavy impact on the employment and salaries of Leonardo Aerostructures and Fata Logistic System workers: for this reason the difficult situation was faced with multiple integrated tools that avoid employment reductions and income relapses.

These are developed on several levels including: The optimization in the planning of human resources activities by increasing the Business Plan of the Aerostructures Division and Fata Logistic System in order to absorb part of the empty work, the re-balancing between insourcing / outsourcing of activities safeguarding the national supply chain, reskilling paths also functional to territorial compensations between the production sites and on the various programs that may also affect the temporary workers who may be affected by unsaturation. The protection of the employability of workers in view of the recovery of production through the use of the New Skills Fund through the signing of a Trade Union Agreement, both for the Aerostructures Division and for Fata Logistic Systems, to activate the use of the New Skills Fund, with the objective of implementing the employability of the personnel concerned, developing new skills, including digital ones, in line with the technological evolution functional to the new processes directly linked to the investments and industrial initiatives implemented.

The activation of tools for the absorption of the empty work through the use of residual holidays and Account Hours referring to the years 2018, 2019 and, in perspective, 2020, the demonetization of the 6 public holidays of 2021 falling on Saturday / Sunday and of the day of the Patron Saint if falling on Sunday, the use of the annual holiday and PAR fees defined with site agreements. In addition to this, all the remaining days still present in the FSI established in 2020 will be used to cope with the crisis resulting from the pandemic. A new Solidarity Fund for Istituti Leonardo will be established and structured, which will initially be used for the management of unsaturation of the Aerostructures Division.

The Parties have undertaken to define the Fund with the characteristics and proposals reported in the unitary platform of FIM-FIOM-UILM in the Group supplement.

This fund will be implemented through the voluntary assignment, by all Leonardo employees, of two days of unmonetized holidays 2021 which will be valued at 8 hours (and not 6.67 in the case of payment), from the assignment of transferable holidays. by the executive staff of the Group and with the direct contribution of the company up to approximately 29 thousand days. The Solidarity Fund Istituti Leonardo, which will become an integral part of the second level Leonardo agreement under discussion, will also have the task of supporting the various situations of need present throughout the Leonardo Group linked to aspects of fragility or in any case worthy of protection. National FIM FIOM UILM and the National Treaty Delegation believe this to be an important agreement which must have the aim of industrially strengthening and consolidating the employment level of the Leonardo Group and in particular the Aerostructures sites which are all located in the South of the country.

FIM FIOM UILM National, territorial and RSU will closely monitor the trend of production loads and necessary stops during 2021 and the trend of the world market will be constantly analyzed to be ready to face any upsurge or rebounds in good time. negative events that may manifest themselves in perspective, through national and territorial meetings with the Company that will become necessary.

Leonardo , a giant in the defense, aerospace and security sector, signed a trade union agreement this week which provides for more hours of professional training for the same salary for the employees of the Aerostructures division.

WHAT THE AGREEMENT PROVIDES FOR IN LEONARDO'S AEROSTRUCTURE DIVISION

The downsizing of the volumes of orders for Leonardo's Aerostructures division (a company whose majority shareholder, with a 30.2% stake in the Ministry of Economy and Finance) made it necessary to use the empty time of its approximately 4000 employees .

THE ROLE OF THE NEW SKILLS FUND

For this the company has signed an agreement with FIOM , FIM and UILM (the engineering divisions of CGIL, CISL and UIL) which provides, among other policies, the preference of the agile working mode (work in presence alternating with smartworking) and the introduction of training courses for its employees to be held during working hours. The resources will come from the New Skills Fund , an active labor policy measure introduced by the Relaunch Decree. The rescheduling of working hours will not entail “direct, indirect and / or deferred effects on employees' remuneration” for employees, as stated in the agreement, and the contribution and social security aspects are also protected. WHAT WILL THE TRAINING OF EMPLOYEES OF LEONARDO, AEROSTRUCTURE DIVISION

The agreement signed between the company and the social partners provides for the identification of specific learning paths based on the company's skills, training and digitalization and modernization needs.

The four macro objectives of Leonardo's plan are:

    • capitalize and preserve knowledge and skills over time
    • spread the culture of innovation both in terms of products and processes;
    • improve performance, cost competitiveness, sustainability and the ability to innovate;

WHAT IS THE NEW SKILLS FUND AND HOW IT WORKS

The New Skills Fund established at the ANPAL (National Agency for Active Labor Policies) was introduced by art. 88 paragraph 1 of the decree-law of 19 May 2020, n.34, the so-called Relaunch Decree. The purpose of the new fund "is to raise the level of human capital in the labor market , offering workers the opportunity to acquire new or greater skills and equip themselves with useful tools to adapt to the new conditions of the labor market , supporting companies in the process of adapting to the new organizational and production models determined by the epidemiological emergency from COVID-19 ”, as stated on the website of the Ministry of Labor .

The Fund provides that companies and private employers, in agreement with workers and their union representatives , can reshape working hours to adapt them to the new organizational and production needs of the company. The economic resources allocated to the Fund amount to “ 730 million euros , of which 230 million from the national operational program Systems of active employment policies, co-financed by the European Social Fund .
